Following many years designing buildings in private practice, architects Bob Evans and Stephen McCarthy established EQUAL ACCESS in 1996 as founding partners.

EQUAL ACCESS quickly became the go-to firm for accessibility consulting and expertise working with building/property owners, property managers, real estate agents, attorneys, and public entities.

After eight years, Stephen retired from the company and Bob became president and sole principal of the corporation in 2004.

EQUAL ACCESS has continued to grow providing their services to clients for all matters related to accessibility for all ADA Title II Public Entity and Title III Public Accommodation facilities of all types.

EQUAL ACCESS provides accessibility consulting, and expert witness, services throughout northern and southern California as well as in the states of Nevada, Arizona, Oregon, Washington, Idaho, Utah, and Hawaii.

EA has established a specialized niche providing the following:

  • Consulting and expert witness services for both plaintiff and defense attorneys on accessibility-related lawsuits including depositions and trial testimony.

  • Exterior and interior accessibility-related field surveys/audits documentation of existing facilities.

  • 40 years of architectural experience to determine the most feasible and cost effective barrier removal modifications.

A licensed professional architect since 1979, Mr. Evans has provided architectural design for numerous public facility project types including commercial, governmental, institutional, residential, hospitality, and religious. His work has been published in San Diego Home & Garden, Town and Country Magazine, and architectural/construction trade magazines.

As a licensed contractor, he has provided accessibility construction modification services for many commercial facilities including shopping centers, restaurants, office buildings, and parking facilities.

He is adept at the design requirements of Title II and Title III of the Americans with Disabilities Act Standards for Accessible Design (ADASAD), California Building Code Chapters 11A and 11B, ANSI, Section 504, FHAAG, and PROWAAC and has been an exclusive accessibility consultant and expert witness since 1996.

With more than 3,500 accessibility cases and projects completed, his broad range of expertise includes providing ADA/accessibility consulting services for both plaintiff and defense attorneys and has been designated as expert witness on a variety of cases. He was assigned as Special Master for the Molski v. Taco Bell class action lawsuit. He has testified in State and Federal Courts. In addition to providing facilities accessibility surveys, survey reports, and barrier removal consultation Bob also assesses alleged violations and realistic modifications toward mediation and settlement.

Bob continues to be the designated Accessibility Consultant/Expert for many attorneys, owners, and operators of public and private facilities projects involving cities and counties, restaurants, retail stores, shopping centers, office buildings, gas stations, hotels/motels, resorts, and large housing facilities.
